The West Texas Barrel Racers Association (W.T.B.R.A.) follows the same rule book as the National Barrel Horse Association (N.B.H.A.) with the following exceptions:

MEMBERSHIPS:  

Becoming a member anyone may join WTBRA by completing a membership application and paying an annual membership fee.

*INDIVIDUAL MEMBERSHIP = $60.00

*FAMILY MEMBERSHIP = $70.00

Contestants must submit a completed application and pay the membership fees before points can be earned. Membership in WTBRA is a privilege, not a right. Membership shall be made by application and is subject to the discretion of the governing body. Membership or application may be terminated or rejected by the governing body for cause detrimental to the interest of the association, its programs, policies, objectives, and harmonious relationship of its members as determined by the governing body.

 

WORK HOURS:

Each member is responsible for one race and a set amount of hours at the Extravaganza.

Each director will be given a list of members and will contact everyone on their list with information regarding the year. At a minimum, all members and directors are responsible for one barrel race and the Extravaganza, in order to be eligible for year-end awards.   If you (the member) are unable to work the particular barrel race your director is in charge of, it is your (the member) responsibility to find a replacement, and let your director know. You may trade races with a friend or just have someone work for you – but please make sure your director is aware of the situation so that you receive the credit (for year-end awards). A “work” sheet will be posted at each race for members to sign and the sheet must be checked by the director in order for work hours to count.

 

EXTRAVAGANZA — Each member is responsible for working the Extravaganza (exact amount of time will be determined at a later date). *If a member is unable to attend the Extravaganza and work their hours, the member may pay $150 (due in the secretary’s hands within 10 days after the conclusion of the Extravaganza) and the member will then still be eligible for year-end awards.

 

 

 

ATTENDANCE

*ATTENDANCE RULE – Members must participate in at least six (6) races between November 1, 2017 and September 30, 2018, in order to be eligible for year-end awards. Races are counted by days, for example: the Extravaganza will count as 3 races (Friday, Saturday and Sunday).

 

COMPETITION RULES:

  • WTBRA barrel race is a timed event using three identical barrels set in a cloverleaf pattern
  • The starting gate or gates must remain the same throughout the entire event. A contestant may request that the gate be closed after they enter the arena. If an arena has more than one gate at the end where the riders enter the arena, riders may be given a choice of starting gates as long as the choice is extended to all riders.
  • The start/finish line and the barrel positions should be permanently marked and must be a minimum of 15 feet off the side fence.
  • The pattern at a WTBRA show must meet the following conditions:
    • The first two barrels must be a minimum of 15 feet of the side fence
    • A minimum of 30 feet between the third barrel and the back fence
    • A minimum of 30 feet between the time line and the first barrel
  • The ground conditions within the arena must remain consistent throughout the event. The ground around the barrels must be reworked and leveled after every 5 contestants.
  • Hand raking is not acceptable.
  • Any time a contestant crosses the starting line, the time will start.
  • If a barrel is moved off its marker during competition, the barrel must be reset prior to the next competitor’s run.
  • NO TIMES
  • A contestant will be given a “no time” for missing the pattern.
  • After entering the alley, breaking the plane of the arena after which forward motion is not continued will result in a no time.
  • A contestant will be disqualified for running out of turn. It is the contestant’s responsibility to know his/her draw position.
  • A contestant will be given a “no time” for knocking over a barrel. A “no time” will also be given if a barrel is knocked over and is set up again on either end. Touching a barrel to keep it from falling is permitted without penalty.
  • A contestant will be given a “no time” if the horse or rider falls during the run in such a manner as to break the pattern, or if the rider falls off the horse.
  • Contestants who are given a no time, either for missing the pattern of knocking down a barrel may complete the pattern. However, show management, at its discretion, may ask a rider who is taking excessive time, to leave the arena. IF such request is not complied, a $25.00 fine may be assessed, payable to the awards fund.
  • SHARING HORSES
  • Contestants may ride any horse, regardless of ownership and may ride as many horses as they choose in a class. However, a horse may not be shown by more than one person in a class, unless the following conditions are met:
    • Both contestants are members of the same immediate family who reside in the same household (husband or wife, children/grandchildren). Children/grandchildren must be 21 years of age or younger. Children/grandchildren 21 and under who are attending school away from home, but who reside part of the year with their parents/grandparent are included in this rule.
    • Neither contestant is showing another horse in that class.
  • ENTRIES
  • Entries will be taken until the LAST 25 horses (unless otherwise specified)
  • Entry System: Sheets in sets of 25 will be available. Contestants will write their name in an empty spot in which they would like to run. If running more than one horse, the contestant can choose how far apart they would like to be. Before the race begins, a number between 1 and 5 will be drawn to determine the drag.

 

 

 

DRAG

Before the Open 4D begins, we will draw a number between 1&5 to determine the drag. For example: If we draw:

#1. We will run 1 horse, drag, then run 2-6. Drags will be after 1’s & 6’s

#2. We will run 2 horses, drag, then run 3-7. Drags will be after 2’s & 7’s

#3. We will run 3 horses, drag, then run 4-8. Drags will be after 3’s & 8’s

#4. We will run 4 horses, drag, then run 5-9. Drags will be after 4’s & 9’s

#5. We will run 5 horses, drag, then run 6-10. Drags will be after 5’s & 0’s

 

  • Only one horse in the competition arena at one time.
  • RERUNS shall be granted if the timer fails to work properly or if the barrels are not placed properly on their markers. A penalty incurred on the original run shall not be applied against the rerun; however, any penalty occurring during the rerun shall result in a no time.
  • If the pattern is altered in any way during the running of a class such that it cannot be restored to its original layout, all runs made to that point are void for the purpose of WTBRA points. WTBRA points may be awarded only if the entire class is rerun. An altered pattern includes, but is not limited to: changes in the staked position of the barrels, a change in the position of the timing device, either vertically or horizontally or a change in the position of the entry gate.
  • WTBRA allows eligible contestants to rollover their time in the Open class for the Youth or Senior class. Contestants wishing to rollover a time must declare their intent before the event begins. Any contestant carrying over their time must pay the applicable entry fee for both classes and is eligible to win prize money and WTBRA points just as if the time were run in the other class. The pattern for the Open, Youth, and Senior class must be exactly the same and must not be changed in any manner.
  • All sanctioned shows must have an electronic timing system and conform to the NBHA rules (Note: WTBRA events will be timed to the thousandth of a second if the clock being used displays three decimal places).
  • If a member disagrees with the points awarded on the point sheets, that members will have 14 days from the date the points are posted to bring any discrepancies to the attention of the secretary.
  • Non-members are always welcome at no additional cost, and may compete for prize money at any WTBRA sanctioned show.
  • To enhance the image of our sport, the WTBRA encourages and promotes appropriate western attire throughout at every WTBRA event. Long pants are a must.
  • PROTEST AND COMPLAINTS
  • Person who believe a rule violation or infraction that occurred at a WTBRA event, may file a written protest with the governing body of the WTBRA for review. This would include all current officers and directors of the WTBRA. The written protest must be accompanied by a $50.00 protest fee. The protest must be made within 30 days of the incident which is being protested. If the protest proves to be valid, the $50.00 protest fee will be returned to the person filing the protest. If the protest proves to be invalid, the protest fee will not be refunded and will be applied toward the year-end awards. In certain cases, determined by the WTBRA governing body, WTBRA may reserve the right to return the $50.00 protest fee even if the protest proved invalid. This is the only manner in which a protest or complaint will be accepted. NOTE: This rule does not prevent directors and show managers from correcting obvious problems brought to their attention, without the submission of a written protest fee.
  • PENALTIES AND/OR DISQUALIFICATIONS
  • Any act in connection with a WTBRA sanction show or other WTBRA business in violation of this section by a member of the family of a WTBRA member may be deemed to have been committed by the WTBRA member and subject him or her to penalties.
  • Any act deemed prejudictional to the best interests of the WTBRA may result in the suspension of a member including but not limited to the following:
    • Using abusive or intemperate language or attempting to threaten, bribe, influence or harass any contestant, show official or WTBRA official. Also, any remarks made with the intent to cast aspersions on the character of integrity of a WTBRA official or member.
    • Moving or attempting to move markers at any time
    • Use of electronic and/or remotely controlled devices to alter the outcome of a run
    • Abuse of a horse in any way
    • Competing while under the influence of drugs or alcohol
    • Misidentifying a horse in any WTBRA class will disqualify a contestant
    • Other conduct that is not in the best interest of the WTBRA or its members
    • Failure to make good on a returned check to the WTBRA or to any other association which has a cooperative agreement with the WTBRA on returned checks
    • Show management and/or WTBRA directors at their sole discretion shall have the authority to disqualify or deny entry to any horse they deem dangerous to the rider or to other individuals, animals or property.
  • A member who has been suspended, disqualified, or denied points under this section may appeal to an appeals committee of WTBRA members and directors appointed by the membership. Such meeting will be determined by the membership as far as time and location. The decisions of such appeals committee shall be final and binding on all parties.
  • ANY SITUATION NOT COVERRED UNDER THESE RULES SHALL BE DECIDED BY THE WTBRA OFFICAL ON SITE.

RETURNED CHECKS – $30.00 FEE FOR ALL RETURNED CHECKS must be paid to WTBRA before you are eligible for entry in any future function of the WTBRA or the year-end awards banquet.

 

EXHIBITIONS

*ALL EXHIBITIONS MUST BE KEPT UNDER 60 SECONDS…..ANYONE GOING OVER 60 SECONDS WILL INCUR A $10.00 FINE. THE FINE MUST BE PAID BEFORE CLASSES BEGIN – OR CONTESTANT WILL FORFEIT THEIR ENTRY FEE… with the exception of an 8 & under.

 

**The last page of exhibitions will be limited to 1 horse per rider…

Example: Jane Doe may have 3 exhibitions on last page – but they must be on 3 different horses.

 

Exhibitions are set up in 30 minute time slots…..If you sign up on a page, and are not ready when the time comes, you will lose your turn and your money.

 

ONCE YOU HAVE SIGNED UP FOR EXHIBITIONS – THERE ARE NO REFUNDS…..If you do not need all the exhibitions you have signed up for – please sell them to someone – we will not refund money for unused exhibitions.

 

THERE IS A 60 SECOND TIME LIMIT DURING THE RUN!!! IF YOUR HORSE MAKES A MISTAKE AND YOU PULL UP – YOU HAVE 60 SECONDS TO EXIT THE ARENA – OR BE FINED $10.00.

 

IF YOU CIRCLE A BARREL MORE THAN ONE (1) TIME – YOU WILL BE FINED $10.00

 

THERE IS ALSO A TWO (2) MINUTE TIME LIMIT ON GETTING YOUR HORSE IN THE ARENA….

WE UNDERSTAND THAT SOMETIMES HORSES DON’T WANT TO COME DOWN THE ALLEY – BUT YOU WILL HAVE 2 MINUTES FROM THE 2ND TIME YOUR NAME IS CALLED, THEN YOU WILL BE DISQUALIFIED.

Times may NOT be carried over from the 8 & under to any other class.

Points are kept on the rider – 8 & under may ride more than one horse –

Points will be kept on the highest placing horse

Non-members and duplicate person points will be passed down to the next member

$5.00 of each entry will be applied toward year-end awards
**At any WTBRA show, if not enough riders qualify in a division as monies paid, the money which is unaccounted for shall be divided equally among those who have placed in that division. If no riders qualify in a division, the prize money for that division shall be equally divided among those riders in the other divisions.

 

AS OF DATE FOR AGE:

*All ages (for the 8 & under, Youth 4D, and Senior 3D) are as of October 1 of the current year. 18 years and younger for the Youth and 50 years and older for the Senior.

 

RACE POINTS:

  • Race points are kept on a 10 point system.
  • Points are kept on the rider.
  • If a rider has more than one horse place in a division, points will be awarded to the highest placing horse
  • Non-members will be skipped when figuring points.
  • Only one run per horse/rider combination at each race in the Open.
  • If two or more riders tie, the points will be added together and divided equally.
  • Points will not be rewarded for any run in which a barrel is knocked down.

 

1st – member = 10 pts

2nd – non-member *points are skipped*

3rd – member = 9 pts

 

PARTICIPATION POINTS:

*PARTICIPATION POINTS **for every barrel race that a member participates – that members will receive one (1) participation point. ** Participation points are kept on the rider only (no matter the # of horses entered – a member will receive 1 participation point per race/per class entered). For example: if you enter the open and the senior classes, you will receive 1 participation point in the open and one participation point in the senior.

At year end, the accumulated participation points will be added to the member’s points & awards will be given to the highest place in a “D”.

 

YEAR-END AWARDS

In order to receive year-end awards, you must:

  • Membership must be paid
  • Any outstanding debts to WTBRA must be paid in full
  • Work one (1) race
  • Work the designated hours at the Extravaganza
  • Attended & Participated in six (6) races before October 1
  • **BE PRESENT at the Awards Banquet**  

**We would like for everyone to be present at the awards banquet in order to receive their awards, but we understand circumstances may arise in which keep you from attending. In order for someone else to pick up your awards, the secretary must receive a written notice *one month in advance* with a $50.00 fee, stating who will be picking up your awards. In the case that plans change and you are able to attend the awards banquet, your $50.00 fee will be refunded.

 

 

OFFICERS & DIRECTORS

 

In order to be a director of W.T.B.R.A.:

  • Be a paid member
  • Have been a member for at least 1 year
  • Be willing to secure donations for the association
  • Be willing to work and/or help at every race

 

In order to be an officer of WTBRA:

  • Be a paid member
  • Have been a member for at least 2 years
  • Be willing to attend and/or work at each race
  • Have been a director in WTBRA

 

Officer Pay:

President: $100.00/month

Secretary: $400.00/month
