California considers bill that creates animal-abuser registry

Convicted animal abusers would be in a state registry similar to data bases created for convicted sex offenders, as part of a bill that is being considered in California. Similar legislation proposed in Colorado, Rhode Island and Tennessee has not yet passed. The Oregonian (Portland)
