Kentucky Senate passes horse-welfare bill

The Kentucky Senate on Friday unanimously approved a bill that would set up a council to help protect abandoned horses in the state. The measure, which will be sent back to the House for further review, would also establish a voluntary certification system for horse-rescue efforts.
