Kentucky’s Senate Agriculture Committee passed a measure that would help local communities manage abandoned or stray horses. The bill, which now heads to the full Senate for review, provides that a person who takes in an abandoned horse can be reimbursed for the costs if the owner fails to reclaim the animal within three months.
