Illinois senate approves anti-tethering bill

The Ill. state senate has passed legislation that would prohibit dog owners from chaining their dogs under inhumane or unsafe conditions. Hunting dogs are exempted from the bill’s proposed guidelines. The measure now goes to the state House for consideration. Chicago Sun-Times
